Bill Parker

Bill Parker is President of Parker Development Company, a developer of award-winning master planned communities in the Sacramento area for over 50 years. Bill was drawn to the family business and joined his father, Harold Parker, in developing Greenhaven in Sacramento, honored nationally as one of the most innovative master-planned communities of the 1950s.

Bill took over as president of the family business in 1976 and continued to develop large master planned communities with major amenities: Serrano in El Dorado Hills and The Parkway in Folsom, as well as Riverlake in Sacramento. In 1997, Serrano won the National Community of the Year award, the same prestigious award his father had won 30 years before for Greenhaven.

Under Bill’s direction, Parker Development Company has also ventured into homebuilding, introducing new homes into three of the master-planned communities it has created. The result has been the top-selling "Destinations" series of homes, which contributed to Parker Development Company being named the 1997 Builder of the Year by the Building Industry Association of Superior California.

Bill is involved in every aspect of company operations, with a particular emphasis on long-range planning, acquisitions, project development, and project construction. He graduated with a degree in Economics from the University of California, Davis. Bill is a licensed California Real Estate Broker and General Building Contractor. His professional memberships include the North State Building Industry Association, Sacramento Board of Realtors, California Nature Conservancy, SACTO, Sacramento Metro Chamber of Commerce and Sutter Club.

Jim Parker

Jim Parker is Vice President of Parker Development Company. He joined the Company and his brother Bill in 1986, having previously worked in the accounting/finance/tax industry with Price Waterhouse, San Francisco. Jim is involved in most aspects of the Company’s operations, with emphasis on sales, finance including feasibility analyses, contracts, leasing, property management, insurance, Human Resources and general administration. He also manages the company's relationship with merchant builders of homes within the company’s communities and the sales/buyer side of operations when the company itself participates in home-building. Jim has 26 years of service as a Board Director and officer of various Owners Associations for the Company’s communities, and remains a member of the Architectural Control Committees as well.

Jim graduated from Stanford University in 1969 and received his MBA from the Wharton Graduate School of Business, University of Pennsylvania, in 1972.

Jim's current professional designations include licensed California Certified Public Accountant and licensed California Real Estate Agent.

tom howard

Tom Howard

Tom Howard is Project Manager/Vice President of Construction for Parker Development Company. Tom's extensive background since 1974 in land development and property management for several leading residential building firms in Southern California led him to join the Parkers in 1993. Since that time, he has been involved in and responsible for all aspects of the company's design, engineering, development and construction related operations. He has also been a member of the Serrano Owner's Association Board of Directors as well as the Serrano Architectural Control Committee since their inception in 1995.

Tom oversees all land improvements, infrastructure development and site management of the 3,500-acre Serrano community in El Dorado Hills, as well as the 612-acre Parkway master plan in Folsom.

Tom graduated with a BS degree in Industrial Education from the University of New Mexico and has lived in the Serrano community since 2004. His current professional certificates include a California Real Estate Brokers License, and a California State Contractors General Engineering A and General Contractors B Licenses.

Kirk Bone

Kirk Bone is Director of Government Relations for Parker Development Company. Kirk joined the firm in 1994 as a project manager for The Parkway in Folsom. His previous experience includes managing site development and home construction for two major Sacramento area homebuilders, as well as project management for other master planned communities.

In his current position, Kirk is responsible for relationships with elected officials and related community groups. Specific activities include work on entitlements, financial plans and other activities that require approval of elected officials.

A graduate of the University of California, Davis, Kirk has been active with the Friends of Folsom Parkways, Building Industry Association of Superior California, El Dorado Hills Chamber of Commerce, and the Boys and Girls Club of El Dorado County Western Slope. Kirk currently serves on the Board of Directors of the El Dorado County Chamber of Commerce (President 2005 and 2010) and chairs their Political Action Committee. He also serves as a Director on the Sacramento Metropolitan Chamber of Commerce and its Political Action Committee, MetroPAC. In addition, Kirk serves on Citizens Advisory Committees to local government in El Dorado County and Folsom, working on solutions to various issues. During his ìoffî hours, Kirk serves as Senior Warden of Trinity Episcopal Cathedral and the school Advisory Committee at St. Melís School.

clark winn

Clark Winn

Clark Winn is Chief Financial Officer for Parker Development Company. He is responsible for the administration of the accounting and finance function of the company and its related entities. This responsibility includes planning and budgeting, financing, tax management, financial reporting and cash management.

Prior to joining the Parker team in 1995 as Controller, Clark held senior financial management positions for other prominent regional entities involved in real estate development, construction, management and finance, including The Cook Company and Capital Federal Savings & Loan Association.

Clark obtained his Certified Public Accountant license during his eight-year service with Coopers and Lybrand, an international CPA firm, which culminated in the position of audit manager. Prior to that he earned a B.S. degree in Business Administration, accounting emphasis, from the University of California, Berkeley in 1976. His professional memberships include the American Institute of CPA’s (AICPA), California Society of CPA’s, Construction Financial Management Association and University of California, Berkeley Alumni Association.

patty peck

Patty Peck

Patty Peck is Controller of Parker Development Company. Starting her career with the firm as Accountant for the Serrano development in 1998, Patty has worked her way up quickly and now supervises the accounting staff and procedures for all Parker entities including the Serrano development.

Patty oversees the day-to-day accounting operations for all Parker entities including the Serrano development. She is directly involved with projections of cash, revenue and life-of-project as well as many varied financial projects.

Patty's past experience includes accounting positions at River City Bank, Coopers and Lybrand and six years as the Vice President/Controller of a small publishing company. She earned a B.S. in Accounting at California State University-Sacramento in 1981, and obtained her Certified Public Accountant license in 1985.


Jennifer Parker Gallaway

Jennifer Parker Gallaway joined her father, Bill Parker, to work part time in the family business in 2004. When sheís not busy raising four children she is involved in current and future developments under the title Operations, Planning & Construction Associate at Parker Development Company. Jennifer also oversees the quarterly publication of Serrano Magazine and all marketing for the company.

Jennifer graduated from San Diego State University with a B.A. in Journalism. She minored in Political Science with an emphasis in State and Local Government. She worked ten years in television news and was an award winning journalist. Jennifer is a licensed California Real Estate Salesperson and a Director of the Parker Family Foundation.


Andrea Howard

Andrea Howard is Principal Planner for Parker Development Company. Since joining the company in 1994, Andrea has been involved in various aspects of the organization including residential property management, land planning, entitlements, and construction management and administration.

Andrea is the project manager for current and forward planning projects. She manages development applications through the municipal approval process, acts as the project team and public agency liaison, represents projects at public hearings, and ensures compliance with project approvals and local, state, and federal laws.

Andrea graduated with a Bachelor of Science degree in Business Administration, with a concentration in Real Estate and Land Use from California State University, Sacramento and is currently pursuing a Master of Science degree in Urban Land Development from CSUS. Andrea holds a California Real Estate Salesperson License and is a Certified Green Building Professional with Build It Green. Andrea has lived in the Serrano community since 2005 and is affiliated with various professional organizations including the American Planning Association, Urban Land Institute, and the North State Building Industry Association. Andrea also sits on the Board of Directors for the Boys and Girls Club El Dorado County Western Slope.


Florence Tanner

Florence Tanner is the President's Executive Assistant and Corporate Secretary for all the Parker entities. Since joining the firm in 1979, Florence has been involved in many aspects of the organization including land planning & entitlements, office management, real estate sales and country club operations. She has shared in the original vision, challenging groundwork and realization of the communities that we built. Florence has been a licensed California Real Estate Salesperson since 1980 and a Notary since 1986. She is a member of the National Notary Association and a Director and Officer of the Parker Family Foundation.


Rebecca Perry

Rebecca Perry is Property Manager for Parker Development Company. Since 1989 Rebecca has been responsible for all of Parkerís residential and commercial property. She manages all day-to-day operations and special projects for the properties including leasing, marketing, maintenance, renovations, legal and staffing. Additionally, she oversees maintenance and tenant relations for the office buildings in Serrano and Greenhaven.

Prior to Parker Development Company, Rebecca worked for several predominant property management and real estate companies managing numerous large apartment projects, office buildings and condominiums. Rebecca is a licensed California Real Estate Salesperson and a member of the El Dorado Association of Realtors and the Rental Housing Association.
